Does the UK need to radically overhaul the way that it delivers projects? For example Rail Baltica ( Rail Baltica Official Website | Rail Baltica ) covers a new railway to focus on freight, motorways, airports, ports, resort development and a tunnel to Finland. One organisation is leading this with European Union funding and funding from International Banks. In the UK there would be lots of different organisations with no foreign direct investment, so lots of interfaces and competing priorities.
